New city. See the small sign (well, small in the picture anyway, it's huge actually) near the right edge of the frame that says 175M? That's how far the river will come up to when the dam project is completed. That's almost 30 meters from where it is now and the river has already risen 20 meters (30 meters? Sorry, forgot already...). Scary.
